Hai means Shark in Finnish, and Finland is kinda visible there, aside the US. It is also a type of boat. So, Haihead is Sharkhead.
Speculation: Underwater subfaction, naval based specialties. The flag shows a submerging, or taking-off movement action.
Based on the three, I speculate:
- Wings of Coronia is the chuunibyou Offensive Subfaction, with a focus on the airforce, likely those large flying capital ships are involved.
- Last Bastion is the Defensive Subfaction. Their Kamehameha Comet flag might refer to the Comet Fences that Side 4 got, while it might be also refer to a giant cannon firing a beam ray; might be related to that giant cannon from the trailer as their super defense cannon, and/or the Firestorm defense.
- Haihead is full of fat people (bilingual jokes lol) the Specialist Subfaction, likely to be relying on naval power.

Wings of Coronia might be the "odd one", and Haihead might be the "traditional". This may or may not mean that their roles I speculated wrong, or they are intentionally reversed.

The Dutch word for "shark" is Haai, nice similarity to the Finnish.
The first thing I noticed was the Caribbean. At least that's what I thought I saw, but it was only Florida and Cuba, below there it's cut off and we see South Africa.
While Last Bastion may be the HQ, the 4th faction emblem is a shark. So Haihead can also be the most important faction.

That's where the "traditional" comes from. With the exception of probably China, the European Alliance is where the Allies were "born out from", and same relationship between PsiCorps and Epsilon.

Haihead's flag gives me the idea of amphibious warfare or multipurpose units. The flag looks vaguely like a line of units going from water (left side with dots) to a beach (center diagonal area)

Side Four supposedly derived from the Allies, and I've noticed that the Forth Side's flags share similar traits of Allied ones.

EA & Wings of Coronia both have... well, isn't it obvious? Wing formations.
USA & Last Bastion both emphasize themselves with horizontal stripes.
PS & Haihead both have water. Those lines to the top left of the Haihead flag, might be sunlight glistening off of water. Perhaps those arrows show that they come from underwater???
Which gives me reason to believe that they might also share same fighting styles.
EA = Defensive / "The Middleman" = Wings of Coronia.
USA = Quick Harassment / Aerial = Last Bastion.
PS = Powerful / Slow / Expensive = Haihead.

That'd be sweet. I've always wanted to build underwater bases, but as you say; it could also mean aerial ("taking-off"), too...

Speeder confirmed on Facebook that Last Bastion is the defensive one.
And as said above, I think that Haihead was the "funder" subfaction, the first leader, but then Last Bastion will take that role later; just like how the European Alliance funded the Allies originally, yet USA is more like its leader now (at least, seems like it, in story, it's mostly EA), and how PsiCorps funded Epsilon, yet Headquarters is the leader now, seemingly.

USA as the new leader? ACT 1 ends with all of America except for Alaska (probably) in Soviet hands. The American forces left are pretty much an army without a homeland.
It's too soon to make any assumptions about the lore of the subfactions or if any is a "founder" subfaction, but I do think this much is known:
Wings of Coronia- Air superiority subfaction, location unknown.
Last Bastion- Defensive subfaction, possible analogue to Epsilon HQ, located in Alaska.
Haihead- Amphibious and/or dynamic units subfaction, located in... Caribbean?
It seems almost like the 4th faction is a sort of antiEpsilon, not just in that they oppose Epsilon but they're the opposites of them it seems.
Epsilon has a lot of mind control and biological mutations. 4th side seems to have a good deal of mechanical/cybernetic units.
Epsilon/Yuri's HQ is traditionally in the Antarctic, 4th side HQ is hinted at possibly being based far up north near the arctic.

Well, I meant mostly the subfaction lore outside of the campaign. Like in RA2 vanilla, the USA was pretty much the leader, and in the lore of the Allies, before Act1, they also seemed to be the main players of power.

Edit: Btw, Hai also means "sea" in Chinese. So "sea" in Chinese, "shark" in Finnish/Dutch... China X European Alliance.
Edit2: I researched into the side above, and I did find some comments by Speeder that suggest that he knows about the Reign of Steel, and that the side is called Consortium... which means, that this side might be somewhat related to that, somehow.

..............Argh, I don't like being messed with in regards to upcoming info! In any case, I wonder what the 4th sides special tech will be. I mean we already have Tesla weaponry as Russian, Laser as US. And EA is Chronotech/Various other Steinstech stuff, PF is Cryotech/Hover stuff, with Psicorps heading psionics/gravtech. Epsilon is Genetic manipulation/stealth-tech, and Scorpion Cell heads BIo-warfare, with China covering EMP/Nuclear tech. And Latin Confederation is a mashup of improvision.

Sharks with lasers. I'm not even joking. There's a shark in their logo and they have lasers, so it would make sense for them to have sharks with frickin' laser beams attacked to their frickin' heads.

Well, Epsilon got the Giant Squids, so if Allies get back the dolphins, then Soviets should get back the old Orcas from MO 2.0, and then Side 4 could have the laser sharks.

Seriously, though, lasers are a terrible weapon for an underwater environment. Maybe something that makes a bit more sense? ...not that many weapons in C&C-verses make sense, but...
