Hmm.
The new Stolen Tech page contains some interesting info on Kanegawa, specifically down in the Future Tank Alpha segment.
Kanegawa Industries continued their work on a fully automated battle tank in several locations around Japan which had not yet been stormed by the Chinese forces.

The executives of KI decided to cease their plans for mass production of the then proposed X-1 prototype and destroy all data related to the vehicle when they realized that the Pacific Front wouldn't be able to defend them.
It wasn't until many years later that the Future Tank Project was resurrected by the people who reactivated some of the now long forgotten Kanegawa Industries research facilities in Japan and completed the Alpha prototype using their advanced technology.
This sort of suggests that even if Kanegawa's tech is in use by Foehn (and the fact that the Allies gain this unit by infiltrating a Foehn Cloud Piercer indicates it is), it wasn't taken with Kanegawa's consent.
Meanwhile, down in the Iron Dragon segment, it mentions how the tech there was in development near the border between North and South Korea - i.e. territories owned by China and the Pacific Front. So perhaps the PF as a whole worked with China to create the Foehn, but did it without Kanegawa's willing assistance - and just outright stole the tech from Kanegawa. Meanwhile, Kanegawa remains on the side of the Allies as a whole... or whatever's left of them at this point.
...Oh well, two weeks and maybe we'll get some concrete answers.
