I guess in 3.0 they exploded, but that would be a plot hole in Act 2, because those cloning vats in Spain still survived, so it was changed, I guess?

Nope, 3.0 Dragonstorm didn't do a thing to 'em at all. No message saying access to the technology was being removed, no sudden disappearances from your build options, and the existing ones went right on existing all the way to the end of the mission.
I really don't know where this idea that the existing Psychic Sensors/Cloning Vats explode came from. It's not even in Speeder's 3.3 Dragonstorm video (referring to that because we already know from Volkov's nerfs that some things were changed between those videos and the 3.3 release). The only place I've seen it mentioned is on TV Tropes, and we all know that that's hardly a reliable source of information.

Guys, the ones in Spain were built and under control of the Confed, not the Russians. And the Confed might have theirs own archives with info about the cloning tech, so it's not strange that they still have it.
Pretty sure the Chinese still have it too. The cloning tech have pretty much been mastered by all 3 sub-factions so removing it completely wouldn't be that easy. The psychic tech is a different thing, because right now nobody know how to train an Adept.

It's said they have managed to keep them inact and working, which means there was some threat to begin with. I'd say you're taking it too seriously, tell me why Yuri had to resort to snatching old tank designs, if during Epsilon missions we were able to capture enemy units, bases and Construction Yard, why not reverse-engineer them too?

I swear to god I saw the cloning vats explode and/or a message saying tech was stolen.
Maybe check Martinoz's videos; they're 3.0 playthroughs.

Those Vats were never supposed to explode and never did.
From that wiki: "Some things were still left unclear to the General; Where did the traitor Yuri disappear to after he refused to show up at the Kremlin and why did the Psychic Sensor & Cloning Vats mysteriously self-destructed themselves?"
It must be scripted to me.
