It's more of Win 8-10 and beyond's bug. Nablis123 SOMEHOW managed to keep that ability to alt tab while playing on Win 10. I suggest asking him
Otherwise, try Windowed mode
I actually don't know how or why I can, but I can even alt tab during loading screens too just fine

I've decided to give new Missions a try and played Stormbringer (easy difficulty).
It has some scripts which make it really bizarre when they mess with each other (Points 1 and 2). Point 3 seems to be a weird AI glitch.
1.) When you repel the initial attack, the script doesn't make a check for hostile fleets, only for hostile units on land. I had enough AA which made Akulas pathetically shoot their missiles at the Weather Control Device without any use. The land force was defeated, with only a single Zubr on the beach. When I vanished it with a Chrono Legionnaire, the game stated that I have successfully repelled the initial attack.
Meanwhile Akula subs keep shooting, and then:
2.) When I get chronoshifted to a new island, all my previous buildings seem to be replaced by a pre-scripted Pacific Front base (at least all base defences that I have built just vanished). Bye bye, my Skyrays and Patriots, and, BY THE WAY, MISSILE LAUNCH DETECTED [*evil CABAL laughter*] - Akula missiles fly unharmed and the Weather Control Device is blown to bits right after I build my first structure, mission failed.
3.) Another try, the initial attack is repelled, I remember that I should eliminate the fleet first. Things go smooth, I move to the new island, my ally seems to be doing well, building troops, land units, ships. WRONG: for some unknown reason they do not repair their buildings and completely ignore the fact that their energy has just plummeted after brainwashed Soviets attacked. They obviously have enough money: I see a chrono miner working at the ore field, I see that new units are created, yet they completely ignore their damaged buildings and energy outage, and don't build new structures.

I don't see any point on building static AA for the weather controller island. Better use the money for GGIs instead, they do good job repelling Akula too.
Also, your AI ally won't do shit for you, except sending you some units, and his MCV if you happen to lose yours early

Static AA could have worked fine IF it could stay after they take my base.
I understand that I'm supposed to win this mission myself with little to no help from the ally, but this idiot at least could give a little care to his own base.
Otherwise they get their sorry asses kicked only because they suddenly forget how to build a power plant or to repair an existing one, and now all their static defences are dead, while units drive randomly about their island. The enemy seems to be more inclined to attack them rather than my new base (which is logical since I am still supposed to protect the Weather Control Device).
Thanks for the advice with infantry, I'll keep that in mind.

On easy, it stopped for me under the bridge, not where it stopped on Normal.
I'm going to assume it has to do with the bridge being destroyed, because it's the only thing I can fathom. If that is the case, then perhaps the bridge should be blown up before you even cross the previous bridge, and remove that waypoint altogether- have the Topol go down the cliff to start with, and not pause next to the bridge.

It got through fine for me on easy, except it decided to take a different route to usual - through the Russian base then up the small canyon on the right (whereas it normally backtracks from the destroyed bridge and approaches the tunnel from the left).

I think there is a problem with the difficulty selection in Singularity. I launched it on Easy, and after several retrys, I could see sometimes attacks from Halftracks, Pyros coming from behind me, and other surprises which weren't present in my earlier tentatives.

I'm not sure if this is a bug or not, but in Scrapyard it seems really easy to promote Rashidi compared to other heroes.

Not really $0 (he still needs to kill a few enemy units to go to veteran and then elite), but low enough and definitely far lower than, say, Reznov or Krukov.

Minor bugs found.
Oppidan Bay: minor graphic bug, but the inaccessible island at the top right has a weird water tile at the edge of the left side of the island, where it should be ground/cliff instead.
Submersion: the Machine Shop on the middle left island (closer to the #2 starting position) can't be captured. I tried positioning an Engineer from all angles to capture the thing, but the Engineer simply refuses to capture it. Maybe the door's locked...
