Ring Hero Powers

-Necromancy: Something along the lines of that sorcerers' power that turns people to wights when they die, except as a leadership; any1 who dies near him becomes a wight for you.
-Return to Darkness: A radius-based power; Sauron becomes kinda redish, and a dark, swirling cloud appears around him and the cloud expands to a very wide radius, doing low but nearly constant damage to all enemies that get caught in the cloud and significantly debuffing them.
-Lord of the Rings/Bind Them: All heroes in the targeted area are crippled, take good damage, and have their power timers recharged.
-[something like the mouth-of-sauron's evil eye, but better]
-Corruption of the ring: Enemy units want to run TOWARDS Sauron, get a damage increase (since they're crazy and angry), but severly lose armor and controllability. That would be very nice right before dropping a "return to darkness" on them.
-Dark Sorcery: Random green lights (that look morgul-like) and pillars of fire shoot up from the ground at a targeted area, each doing ok damage (assuming that there's lots of little beams/fires).

really?... sure I could help once battleforarnor is finished, as long as it's not too hard or elaborate that stuff is best left for youPuppet maybe you would want to help out with this as well-I know you know how to do it, and I can help you with what you need if you get stuck-besides theres no real limits with coding compared to map.ini.

Rule them: takes control of targeted non-hero units in selected area
Find them: allows player to see all enemy units and buildings for a limited time
Bring them: enemy units near Sauron run carelessly towards him
Bind them: enemy units near Sauron can't move or attack
three times three.
What brought they from the foundered land
over the flowing sea?
Seven stars and seven stones
and one white tree.'

"From this seal shall arise the doom of men,"
"who, in their arrogance, sought to wield our fire as their own."
"Blindly they build their kingdoms upon stolen knowledge and conceit."
"Now they shall be consumed by the very flame they sought to control."
"Let the echoes of doom resound across this wretched world, that all who live may hear them and despair."
"Tremble, mortals, and despair! Doom has come to this world!"

Aragorn.
He's gonna be some kind of mixture between the High King and Ruthless Warrior.
Powers:
Dreadfull Lordship (nearby enemy units and heroes loses 40% damage, 40% armor and 80% attack and movement speed) Passive
King of the Reunited Kingdom (nearby allied units and heroes gains 200% damage, 100% armor, 100% fear resist and they earn experience three times as fast) passive
Wrath of Anduril (Powerfull melee attack, causing very large AoE and knockback, Tripple damage against heroes and monsters)
Power of the Palantir (Works the same as Word of Power, but it's a blue-silver shockwave insteed)
Fury of those long dead (Sends Oathbreakers in every direction, works like flood, double damage against buildings)
Boromir.
A simple but very strong warrior
Powers:
Might of the Shield (Boromir uses his shield to blast back his enemies, causing great damage; enemies who survive becomes stunned)
Horn of Gondor (Boromir blows in his great Horn, causing great damage for enemies close to him, enemies further away will becomes debuffed and stunned)
Gondorian Might (Targeted enemy hero becomes crippled, while Boromir strikes his sword against him several times, causing great damage; Boromir can't be used while this ability is active)
Hero of Gondor (Borormir temporarily gains 300% damage, 50% attack speed, 30% movement speed and becomes invulnerable, his attacks causes a large AoE and knockback)
Hope you can use it.

Making devastating skills for ALL heroes would be a waste of time. I dont imagine Legolas wearing the ring, or Hama, Gimli, Eomer... :S sorry but I dont think it fits.
Gandalf should have the storm u mentioned, he used lightining and it fits.
Saruman should have the power that is like a meteor fire....the one that sauron has, yes you know which one lol...Well he should have that with a MUCH bigger area effect! That mixed with some earthquakes for buildings, he controled weather so it would be suitable.
Sauron shouldnt be changed much. I think he shouldnt die while wielding the ring because he was the only one master of the ring.
Galadriel maybe should have lots of powers used to destroy enemies troops (like gandalfs normal powers, but much better)
For the dwarves I dunno...Gimli was quite obsessed with the White Lady, I think that MAYBE if he got the ring he would have gave it to her....Galadriel again? lol
Rohan's hero should be radagast, but dunno, he seemed quite uncorruptable in the books...
Well those are my thoughts...What about urs?

By the by, earthquakes aren't a for of weather, they are caused (usually) by shifting plates grating against each other. Although, it is possible for large explosions and volcanic eruptions to cause noticeable earthquakes.
