I'm curious, what is this "wsock32.dll" file, from whence does it come, how does it prevent the game from launching and will removing it screw anything else up?

What if it's already not in RA2 directory? Is that normal?
Yes, it's completely normal to have such a file in the Windows system directory as well, and do not touch it. The dll there is the one which handles your internet communication.

I desperately hope someone comes through for me on Windows XP.
What's wrong with it? 3.0 works on it just fine, you can even play on unofficial CnCNet server, what you cannot do on Win10. I'm more worried about 3.3 compatibility with XP, because it uses an external client which already doesn't work 100% correctly under this OS (assuming it is the same client that is used in TI and DTA).

No idea. I posted a link to an error screenshot, so people can take a crack at finding it out.
I would also accept any advice on running this on Windows 7 using an emulator, but I'm not sure that's possible.
