As for the balance, I'd have to see everything they do. The biggest issue is that I've come so far from the RotWK base, that to use any one else's balance would break it more than fix it.

An idea I've played with that would be fun I think would be mini-wotr. Isolated areas of combat, <10 territories with loaded armies to start.

Mordor: Sauron
He should be buildable anyway without the ring but not be that powerful until he has the ring.
Isengard: Saruman of Many Colours
Saruman should gain alot of new abilities and become powerful, I see fire being his thing. Maybe a power called
Scorch the earth which sets a large area on fire. (like tainted land, only it sets the same radius alight?)
Goblins: The Balrog
A hero that can only be built with the ring in their possession
Evil Men: ??
Unsure on these, possible choices:
-Hero that spawns on a Mumakil, like the chieftain who is alot stronger
-One of the blue wizards, make him powerful like the other heroes
Gondor: King of the Dead
While he obviously does not take the ring or even have the option to use it, the King of the Dead would be a great ring hero. Fear should be a primary ability of his as well as the option to summon some dead soldiers for a short time.
Rohan: Radagast the Brown
Allow him to ride an Eagle and have diverse abilities.
Elves: Galadriel
She should be buildable anyway, but earns her uber status
Dwarves: Beorn or Grimbeorn
Whoever they are

for good, they will have a choice either to take the ring to the enemy camp with frodo and some how destroy it or buff a hero.
i think thats how it currently is. dont take my word for it
