With the system of just throwing every unused unit (which for the most part will be EA's creations that will be replaced- such as Goblin Warg Riders rather than Spider Riders) in the inn, huge imbalances will no doubt come about as each faction has those same allies.
Just penning (or typing) some thoughts.

If one can choose for a particular 'alliance', all factions will cap off around the same place and each faction may as well not have a weakness. So that's the drawback.

its certainly a better idea than giving all the good factions hobbits and all the evil factions wights.

For the first system of 'alliances', each faction needs a careful selection, not just every good faction.
For the second system of 'unused units', there needs to be a control on what units are available to what faction.
Just my two cents.

I don't know why, but I think he'd be better off as a Dwarven hero. It just clicks better. And besides, the Dwarves don't have many unique heroes. They're all pretty generic, especially the two new ones. Radagast would be a breath of fresh air.
