About KoDA, Gondor's speciality was infantry, unlike Rohan, I think it's best their MMh reflects their theme in some way. Besides only the best Men of Gondor rose to the Rank of Fountain Court Guard, they were the elites.

damrod is not coming back, he will be a campaign-only hero (might go to the inn eventually though).

adding extra cavalry to gondor would make them concentrate too much on cavalry when that was not their strong suit. it also takes away from rohan to have them be too strong a cavalry faction.
koda will also most likely stay in gondor, but may become elites (rather than mhh) if we do away with mhh's. imrahil will also most likely stay to complement the koda.

The Dunedain from the Grey Company power are too weak to be used as a Fourth tier power, unless they were on a higher level of veterency.

I agree that it is too weak a power at the moment, however the main issue for it is that Dunedain Mounted Rangers wield lousy damage. If they had Fire Arrows already, perhaps they can stand more of a fight.

I don't even think the Dunedain (both mounted and on foot) should come into batle wielding bows, they brought swords and spears, and I think they were all on horseback

Good point, I'm thinking for the infantry aspect make a Dunedain version of the Ithilien infantry. I want to say spear wise that the Dunedain spearmen could maybe be the model for the Bfme 2 Tower Guard.

The Dunidain that came in the book were referred to as knights.

Could Beregond be added to the Gondor faction, please? He could always be made with the create a hero model, but with unique powers.

*lvl 1) Toggle Bow/Sword
*lvl 2) Leadership (Beregond grants 50% damage and armor to nearby Citadel Guards)
*lvl 4) Friend of the Halfling (Beregond Grants Pippin an Armour bonus, when fighting nearby)
*lvl 6) Guard of the Citadel (Beregond gains a damage bonus when fighting near Gondor structures)

He was the leader of the Citadel Guard, he helped Pippin and risked his life and honour to safe Faramir from Denethor's madness. He must have done well to earn his rank as captin of the Citadel Guard. Besides Hama's role in the Two Tower's barely exceeds Beregond's, yet he is merited a hero in the game, one could describe him as no more than a soldier (in the films).

Ehm, no, he wasn't a captain. Remember the part where pippin asks if he's the Captain of a company and if he (pippin) could join? Beregond laughs and says no, he's just a simple soldier assigned to showing pippin around.

Hama however is the guard to the royal court in Edoras. Which seems more important?

Playing devil's advocate here, but by that logic shouldn't we get rid of the hobbits and snaga?

Snaga, sure ;) The hobbits fill a gameplay role of being early game scouts. Beregond would be 100% redundant to Faramir and Boromir.

beregond was not a captain like Yoda said, but he should still be a hero. Saving Faramir? killing 2 other guards with great ease? Perfect early-game hero that could be Boromir's bff.
Hama really didnt do much in the War of the Ring. Just "I'm gonna scout and get killed by a warg rider. What a shame." He shouldnt be a hero imo.

and the enemy can see pippin and his surroundings which is not good.
as for Frodo, the ring power is ok, but i hate that stupid eye. Hate it.
i cant see them as useful scouts. Theyre slow, weak, and low health. Only pippin is useful when hes not at the main base (or the enemies can se me2)

To be fair, a lot of factions have redundant and overlapping heroes.
