If Soviets were the winner of Second Great War (?), Kane maybe present.
According to Mental Omega lore, the Soviet Union lost this RA1 war. The USSR was divided into independent countries with Romanov as the puppet leader of Russia (while former Soviet republics were slowly returned under Russian influence sometime before the invasion into USA/Europe).
Still, even if RA1 Allied campaign is canon here, Kane was not found, he was not present in the Allied victory FMV. He could have escaped and still be alive.
An answer to both questions, at least as far as mainline C&C lore goes, Westwood intended that Red Alert 2 was in the end, part of the main lore, and that Tiberian Dawn indeed does come from Allied victory twice. Renegade 2 that they were working on was set after RA2/YR, in the postwar former USSR, where an unknown protag was to investigate and stop a sort of Salvager's cult that had, like many many groups before them, mushroomed up in the ashes. From there, the story was supposed to delve.

I always wondered who is the person that writes our mission briefings in the soviet missions, he seems smarter than the other ones and he is also the one that starts suspecting Yuri being a traitor and the one who proposes to shut PsiCorps down
he also warns us in Idle Gossip about a conspiracy theory against the soviet commander and that he'll have to flee at one point, because he accomplished so many triumphant victories over the course of the invasion
Maybe an alternative version of Zofia? She was quite smart in vanilla RA2 and also warned the Soviet commander about Yuri's weird behavior and betrayal.
An answer to both of you, at least how I wrote it, she's basically Zofia, or someone clever and warm like that. As for why she was so clever, some things to bear in mind - yes she is very clever, but first of all, Soviet internal politics, both irl and here, was very, very cutthroat. And Yuri is pretty much a shifty guy to begin with, and sort of outside all of the hierarchies that matter - military, KGB, and Party, none of which helps him any further. Everyone has their uses for him, basically. And it's not exactly a secret many people would like to see PsiCorps shut down. And as for conspiracy against you, again, that's the communist system, the government. You have to be sort of paranoid to make it anywhere big.
