You couldn't Sync again before Tier three because of the cooldown. If you delay your tier three long enough to have two cycles of Nanosync, then it's probably too late. Sync, with the cooldown of 7:30, is only possible after building the two other tech buildings in a standard tech order ( Which isn't tech rushing by the way.).
Foehn has range problems that can be easily exploited at tier two when going Loom first ( Because of the lack of Immediate effects) and also the Railgun tower, a crucial camping weapon, is unlocked by the Loaded Cloud Piercer, making the C.P even more appealing. Grids, another crucial defensive tool, is unlocked by the Cyberkernel.
Demo trucks, Seals, Pyros, Dune riders, Jackel lancers do extra damage against Loom, etc. the point is anything that blows up the Loom will reset its inherent value from the Nanosync that must be charge, while the other buildings can have effects right away.
Another way to give Loom relevance is to move the Railgun unlock to the Loom, giving greater defensive capabilities and ensuring the Nanosync does go off.
