besides, having the power unusable after the first time, differentiates it from all of the other summoning powers in the game. its become sort of the 'easy way out' and detracts from uniqueness in the mod as a whole. imo, this helps to stray away from that trend

The Mod is really feeling distinctive between Factions now with the Elves split up, I really don't recommend the Three Hunters becoming recruitable on Rohan, it'll detract from the Rohan feel.

Why would you want Theoden to not be the strongest hero? He's the King of Rohan. In any case, Heroes from outside Rohan shouldn't be there strongest.
Agree and disagree. I think that Theoden is is at a really good spot right now. His functions now fulfill his purpose in my opinion. Now if we can get Eowyn to have a purpose...
But realistically speaking the Three Hunters would be able to cut down more enemies than Theoden any day.

that does not change the fact, however, that they should not be recruitable for rohan. pulling one hero from each of the other three good factions (excluding arnor) and allowing rohan to unlock them as normal heros detracts from uniqueness. besides, they did not fight for rohan all that long, and already have their own homes (gondor, elves, and dwarves).
and with regards to theoden being rohan's best hero: rohan is not a hero-based faction (like mordor or gondor) and as such, its heros should not be terribly powerful.
having said that, theoden is not a unit killing hero, but he is very useful; there are few things more terrifying in bfme than seeing an army of FU rohirrim charging towards you with glorious charge (if you dont believe me, play yoda's rohan). thats what rohan is all about, so not having an uber-leet unit-killer shouldnt be an issue for them.

Like dalf said, Rohan's heroes aren't really about killing 500 people in three minutes like Legolas or tanking a battle like Gimli. It's all excellent leadership and great buffing powers.
