The issue with the fortress maps is known about, and will be adressed. Most likely an extra menu will be added to the fort/citadel to allow you to purchase them. Mordor currently has the same problem with nazgul on fellbeast.

Catapults ( gondor, arnor ) have too big resistance agains practically everything, fire arrows, slash, pierce, spells, even heroes have problems to kill em.
they need to get nerfed ! pc often masses catas. and with this super immunity taking down 5 catas before they tear apart half of ma base is something that really sux.
only hero hordes do decent dmg to them, but anti cata unit a hero horde ? thats pretty expensive counter
try to take example of angmar catas, they are weak to fire arrows, and have lesser resistance, but still got good dmg, catapults shouldnt be able to solo, they are support siege weapons, but as strong as they are now, they dont even need army lol !
what i want to say, is that they got rigged armor against everything, which a wooden construction shouldnt have (not speaking about mountain giant, hes works fine, hes strong but at least you can kill him with a lot of archers)

Hobbits are fun to have, they're just tactically inefficient.
Hobbit sherrifs or pikes? Normal hobbits are defintly worth the cost. They have insane damage when throwing rocks, and are pretty cheap meat shields. Added to the 25 hobbit house cost (yes, 25 for you non arnor players) they're really strong.

They're not spammy when u can only get 5 in a horde for the same price a horde of soldiers (and most other 1st tier infantry), their armor is weak, and they can't hit moving targets.
Of course, as u mentioned, I can't complain about them thanks to their high damage and the low price of the house itself. As for pitchforks, they're among the cheapest (And earliest) pikes in the game, so even though they do suck, it's reasonable.
