I can't recall who said this but one playtester said the Chinese aren't upset about the incident.
My guess is that, either, the Chinese are playing it cool for now or the Complex that the Russians destroyed was led by a separate division (Maybe Yunru's?).

I'm pretty sure even the mind-controlled still needs to undergo human needs. What you brought up is an interesting topic though.
It depends on how exactly mind control works.
Will it turn a human being into a brainless puppet barely capable of performing its tasks? Will it have a more insidious effect like reshaping thoughts: "GLORY TO THE SOVIET UNION / EPSILON IS YOUR MASTER", lasting until the effect is removed, while making them perfectly capable to act independently?
When we saw mind controlled people (nuke silo guy in intro/Romanov/General Vladimir/Lt. Eva) in RA2/YR in videos, they acted with a thousand yard stare and had troubles even with speaking (the last one is probably because of intense strain of will in a vain attempt to shrug off mind control).
Why would epsilon troops tire from just putting a finger on their forehead and creating fire?
In fiction it is common for psionic/psychic troops to actually feel fatigue after using their mental powers. I don't see why Initiates should be different.
Handepsilon: I know the mind controlled still need to satisfy basic needs. But I'm not talking about brainwashed Allied and Soviet troops; I'm talking about Epsilon's own ranks, who I have a hard time gauging whether or not they're mind controlled themselves or they're loyal to Yuri on their own will. The description for Initiates for example make it uncertain whether Epsilon troopers are loyal to Yuri because of mind control or their own will. There's a major difference between those; one is loyal because of mind control bullsh*t, the other is doing so on their own volition. Completely different, for a variety of reasons that I will get into later.
The mind control seems to differ somewhat in terms of what it did; cutscenes showing mind control differed a lot on the effects and the type of mind control; in some cases, the mind control causes victims to have that "thousand yard stare" and trouble speaking, indicating a (very) forceful mind control. However, the cutscene for RA2's Allied Mission 3 briefing shows that mind control could be something closer to subtly altering the minds of individuals into being loyal to the Soviets (and Epsilon, of course), since both President Dugan and General Carville seem to be their normal selves except the whole 'loyalty to the Soviet Union' schtick. They weren't acting like brainless zombies; both were just their normal themselves except they were spouting Soviet sympathetic nonsense.
Additionally, Romanov was implied to be controlled by Yuri the whole time in the Soviet Campaign in RA2, but he didn't really seem to be falling apart in terms of how he acted until later, which is where he started to spaz out (which I assume Yuri probably did with his mind or something like that...). I will say though that the fact that Romanov was able to resist the mind control somewhat near the end of the Soviet Campaign, enough to warn the Soviet Commander (You) about Yuri's intentions before dying, which I find kinda amazing, given that mind control is difficult to resist (unless you've got REALLY good mental training, something Romanov very clearly did not).
Not sure where Lt. Eva was located during the whole Psychic Beacon incident in D.C., but if she was based in that vicinity, it is likely that she's trained to resist mind control for the most part, explaining perhaps why she was immune to the Psychic Beacon, if she was situated near the area. As for why she had a much harder time resisting Yuri, perhaps Yuri perfected his mind control techniques in the interim, considering the Time Machine likely caused a change in plans. Either that, or Yuri's substantially powerful mind allowed his mind control ability to overwhelm Lt. Eva's mental training. There's a lot of explanations for that, but I won't get into all of them right now.
It actually leads to more questions, questions that I think M.O. is addressing somewhat; if Psychic Beacons/Amplifiers/etc. can play with and alter the minds of many people in the vicinity, how versatile are these Beacons/Amplifiers/etc.? What's stopping Yuri from simply pouring more power into his Beacons/Amplifiers and having them simply make sure that all mind controlled troops and people stay loyal to Epsilon, even if the influence of the Beacon/Amplifier is removed? Or simply making it so that all enemy troops coming into the area simply turn into lobotomized zombies? Hell, why doesn't he just secretly plant Psychic Beacons in every country, then have the Beacons gradually change people's thinking to be loyal to Yuri and the Epsilon? It's more subtle, pretty effective (unless you're dealing with a mentally trained individual), and would probably allow him to control most of the world without much of an effort.
We have evidence that the Psychic Beacons can do more than just mind control; the Chinese Psychic Beacon in S10 "The Lunatic" is implied to only taken the minds of the Chinese armies that are "the few loyal in their hearts" to the ROC. That sounds more like mind manipulation than mind control; it's pushing those that deep down still have loyalty to the ROC to go against the communist PRC. And it worked pretty damn well; 3 whole PRC armies defected already, and no doubt the Psychic Beacon's influence, considering it sounded like its influence covered all of China, would've likely caused more PRC armies to defect in short order if it wasn't for Volkov and Chitzkoi. But then again, maybe I'm overthinking the effects of the Beacons and they are just simple mind control, and that's that.
Oh, and regarding Epsilon troops tiring from using their minds to shoot fire: Like Lasombra said, Psionics/psychics in fiction do take a lot of energy to do, and no doubt it can be quite straining on the mind. Stuff like mind control (Adepts, Elites, etc.), shooting fire (Initiates), levitating (Elites, Libra), telekinesis (Libra), etc. can't be easy on the mind. No doubt these individuals will have to rest every now and then in order to use their powers effectively without having something bad happening to themselves (Overuse of the mind via Psionic/psychic abilities in fiction at best causes some physical as well as mental exhaustion. At worst, it might kill the individual if they go too far with their abilities).

Lt. Eva is not completely resistant to Mind Control (at least not directly). If you see the cutscene in Trick or Treaty, Yuri managed to subdue her to the point where she finally blurted the location. She seemed to be on the 'thousand yard stare' state for awhile after Yuri was done with her.

In Dance of Blood you can softlock the game by blocking Libra's path when she arrives. Not really a problem, since you have to intentionally do that, but I think it's still worth mentioning.

Could someone make please a political map of MO at the start of Act 1 and the start of Act 2 to fully clarify things who is on whose side?
For example this is vanilla RA2's political map taken from the wikia:
Not sure if this is the official map, but C&C wikia uses it. As we can see, pretty much an entire Eastern Europe is with Soviets in vanilla RA2. So are Mexico, Libya, Syria, Iran, Iraq, Egypt, Vietnam, Laos and Cambodia. However, vanilla RA2 certainly lacks plot explanations. Why Vietnam, Laos and Cambodia are with Soviets if Vietnam War probably didn't happen in RA? Why the hell China is with allies? It would make sense if nationalists won the civil war, so this is Republic of China, not PRC. Now look at Korean Penisulla. North Korea is with allies?! Wtf? It doesn't make sense at all unless this map is unofficial.
I would love to see a MO political map which will show where Scorpion Cell rules and which countries are with Allies/Soviets during WW3.

IIRC there was a Soviet force fighting French in Vietnam during WW2 in RA1. That should explains it. China's state is strange indeed, but it's probably best to say they are just neutral to all other parties. As for North Korea, it never existed in RA timeline as implied in RA2 that Korea was never divided. MO's plot just add it in for whatever reasons we didn't know.

South Korea attacked Vladivostok while also sending a huge fleet to aid America in the pacific, yet nobody knew or did anything against them. It's already WW3 and North Korea didn't do anything while theirs enemy are fighting everyone else is just strange.
Or maybe, it got annexed by China before the war happened?

Hi!! Is this a wrong thread to ask regarding Campaign Voiceovers? I think, it would be wise to have those on most campaigns. Notably, Awake and Alive, Intoxicated, Rush Tactics, Heartwork, Focus Shift, Brain Reset, Ego Ergo Hax, Hysteria, Bottleneck, Stormbringer, Unshakable, and The Raven.
On-topic: I just really wonder when we could get ourselves to play as China on campaigns other than Ego Ergo.

It couldn't be annexed by China because skirmish map still shows North Korea having it's own borders. As for China itself, we don't know what was it's fate in RA universe. In RA1 Soviets attacked it and the map above shows it being colored blue. Wikia also says that China during WW3 fought against Vietnam, which is pro-Soviet. We don't know what happened during Chinese Civil War in RA (in real life Stalin and Mao Zedong were good friends while Sino-Soviet Split happened due to an argument between Khruschev and Mao over Stalin) and if RA2 China is ROC or PRC.
